Ukraine and its partners are moving forward with plans to create an “anti-ballistic coalition,” President Volodymyr Zelensky said in an evening address on Tuesday. The announcement followed a high-level meeting in Kyiv on Tuesday, which brought together national security advisers from 13 partner nations and representatives from the office of the NATO Secretary General.

” According to Zelensky, the initiative is focused on producing anti-ballistic capabilities in Europe, as Ukraine continues to face Russian missile and drone attacks. Local Ukrainian arms developers, including Fire Point - the manufacturer behind Ukraine’s homegrown Flamingo cruise missile - have entered active negotiations with major European defense contractors to co-develop and launch the new air defense systems. According to Zelensky, Ukraine’s air defense remains highly effective against drones, intercepting more than 90% of Russian attack drones, but protection against ballistic threats remains a critical gap.

In April, Zelensky warned that the war in the Middle East could put Ukraine’s access to anti-ballistic missile supplies at greater risk, even though US weapons and intelligence sharing had continued. By uniting 13 European allies and NATO leadership under a single manufacturing mandate, the anti-ballistic coalition represents Ukraine’s most ambitious move yet to transition from a consumer of Western military aid to a central hub of European defense production.
